(a) The chief animal control officer and his duly authorized staff shall have the power to issue citations pursuant to Chapter 1.08 of this code.

(b) Animal control officers, when acting in the course and scope of their duties, may, at the discretion of the sheriff, be authorized to carry on their person or in county vehicles loaded firearms or weapons of the type approved by the sheriff.
