No person shall imitate or counterfeit such registration tags. It is unlawful for any person to remove any tag from any dog not owned by him or not lawfully in his possession or under his control or to place on any dog any such license tag for the then current year or to make or to have in his possession or to place on a dog any counterfeit or imitation of any license tag.
