This chapter establishes supplementary standards for certain land uses that may affect adjacent properties, the neighborhood, or the community even if all other standards of this Title are met. It is the intent of this chapter to establish appropriate standards for the location, design, and operation of special uses and, where necessary, permit requirements, to avoid their creating unanticipated problems or hazards, and to ensure these uses will be consistent with the General Plan.
